Hiang Kwee joined the Energy Studies Institute in March 2024 as an Adjunct Snr Research Fellow. From 2012 to 2023, he was the Lead Technologist at the National Climate Change Secretariat (NCCS), Strategy Group, Prime Minister’s Office. His earlier career included serving national service as a Combat Engineer Officer (becoming a Battalion Commander as an NSman), working as a marine engineer in a shipping company (1980-1983), and as an Associate Professor at the Nanyang Technological University (NTU) from 1983 - 2010, and as an Adjunct Research Scientist and A/P from 2015 - 2023. While at NTU, he was also a Visiting Scholar at Stanford University (1992-3), Programme Director of A*STAR’s Energy Technology Research Programme (2007-8), and founding Director of the Experimental Power Grid Centre (2008-10). He has also served as the Chairman of the Energy Standards Committee under the Singapore Standards Council from 2011 to 2017. Prior to working at NCCS, he worked at the DNV Clean Technology Centre as Director (Urban Solutions) from 2010 - 2012. 

Since his retirement from the public service, Hiang Kwee continues to be involved in teaching, advisory, evaluation and consulting work related to sustainable energy and climate change mitigation, providing analysis and assessment on a wide range of technologies that contribute to energy sustainability, climate change mitigation and green growth opportunities. He has been retained by NCCS as an independent Science & Technology Consultant, and has been appointed an Adjunct Fellow at the Maritime & Port Authority (MPA) Academy. He serves on various Advisory committees on behalf of MPA, Singapore Maritime Institute (SMI), and the Energy Market Authority (EMA). He is also a Part time Lecturer/Instructor at NTU, NUS Centre for Nature-based Climate Solutions, Singapore Institute of Technology (SIT), and SMOU’s Wavelink Maritime Institute.

Hiang Kwee graduated from the University of Newcastle-upon-Tyne in Marine Engineering (under a Colombo Plan Scholarship) and from the Massachusetts Institute of Technology in Naval Architecture & Marine Engineering (on a NTU Academic Staff Development Scholarship)
