A report by the ASEAN Standard Harmonization Initiatives for Energy Efficiency (ASEAN-SHINE), represents that Air-conditioner is responsible for approximately 50% or more of the total household electricity consumption in several ASEAN members, i.e. Brunei, Philippines and Thailand, is due to the increased air-conditioning equipment. It is obvious that improvement in energy efficiency of air-conditioners in the ASEAN region can lead to great unleashed energy savings. In the same study, it has been estimated that by implementing a Minimum Energy Performance Standard (MEPS) and market transformation for energy efficient air conditioners can result annual energy saving 180 TWH in 2030 at the regional level.

In recognition of the potential, ASEAN initiatives on technical standard harmonization for energy efficient air conditioner is initiated with the support funding from EU. This project aims to develop the basis for harmonizing the testing method for room air-conditioners, which is then followed by the development of a regional roadmap for harmonizing the testing method for room air conditioners in ASEAN. The overall objectives of the roadmap is to mitigate energy demand and greenhouse gas emission of the region by pushing to increase the market share of energy efficient air conditioners. Furthermore, the policy roadmap is in line with the aspirational goal of reducing energy intensity in ASEAN by 20% by 2020 as a medium target, and 30% as a long-term target based on the 2005 level, as stipulated in the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.

In this seminar, Mr. Rio Jon Piter Silitonga will share the current progress of the initiatives including the regional challenges and opportunities on technical standard harmonisation for energy efficient air conditioners towards integrated ASEAN market ASEAN. In addition, Mr. Rio Jon Piter Silitonga is also expected to share his experience on aligning sustainable goals under the APAEC 2016-2025. 

About the Speaker
Mr. Rio Jon Piter Silitonga has been working on Programme Development and implementation of Energy Efficiency and Conservation (EE&C) under the ASEAN Plan of Action for Energy Cooperation (APAEC) since 2013. His work in the programme involves wide ranging of focus topics such as Policy and regulatory framework development, Standard and Labeling system, Energy Service Company (ESCO), Green Building, Energy Management and EE Finance Mechanism. On EE Standard, he contributes on the development of regional policy roadmap on technical standard harmonisation for energy efficient Air conditioner. He also involves on the study of lighting market assessment including some capacity building and training programme on EE standard and labeling in the ASEAN region. He looks forward to sharing and discussing some of the key insights and recommendations that have emerged from this work.
