ESI Research Fellow Ms. Melissa Low attended the Bonn climate intersessionals held in Germany from 8-18 May 2017. She followed negotiations relating to development of the rule book for operationalising the Paris Agreement, which has to be concluded by end 2018.

She was one of three representatives from the Research & Independent Non-Governmental Organization (RINGO) constituency selected to attend the first meeting of the Paris Committee on Capacity Building (PCCB), which was established at COP21 to address gaps and needs, both current and emerging, in implementing capacity-building in developing country Parties and further enhancing capacity-building efforts, including with regard to coherence and coordination in capacity-building activities under the UN Framework Convention on Climate Change (UNFCCC).
