Dr LIU Yang

Research Highlights

Dr. LIU Yang joined ESI as a Senior Research Fellow in 2017. He was previously an Energy Specialist at the International Energy Agency (IEA), whereby his work was focused on the monitoring of energy efficiency trends and impacts in emerging economies, as well as providing technical assistance to governments and businesses. Earlier, he advised on governments and influenced policy decision makers in Paris, France and the West African region to accelerate their clean energy and climate finance programmes. He started his professional career as a diplomat in Beijing and in Morocco from 2001 to 2004. 

Dr. LIU has a blend of operational and academic experience in clean energy, public policy, and sustainability strategy. Over the last few years, he has published widely on the topics of energy efficiency, policy evaluation, and technological change in well-recognised journals some of which include Energy Journal and Energy Economics, and he has also co-authored the 2015 and 2016 IEA Global Energy Efficiency Market Reports. He earned his Ph.D. in Economics from the Ecole Polytechnique of France, Masters in Risk Management from HEC Paris, and Bachelor in Economics and French Literature from the Beijing Foreign Studies University.
