Research Highlights

Leow Foon-Lee joins ESI in June 2017 as an adjunct principal research fellow. He is also the founder and CEO of Enerpower Pte Ltd, an investment advisory company focused in renewable energy technologies and projects, which he set up in October 2015 along with his appointment by the Asia Development Bank (ADB) as a Technology Expert for Transfer of Low-Carbon Technologies to Asia and the Pacific.

He has more than 30 years experience in the energy and telecommunication sectors, having worked for some of the world's global US, European and Asian energy companies, including GE and Shell. Career portfolio encompassed leading Asia-Pacific regional operations. In 2012, he was the Asia-Pacific senior vice-president at Alcatel- Lucent Enterprise after relocating back to Singapore from Shanghai where he was executive VP for Enterprise & Strategic Industries at Alcatel-Lucent Shanghai Bell Co. Ltd.

His international career started with General Electric where he worked for almost 20 years leading to his appointment in 2000 as GE's Asia-Pacific region executive for Power Systems. From 2007 to 2009, he was head of Shell's China business for coal-chemical business, including licensing gasification technology, setting up local R&D manufacturing partnerships, managing joint-venture board and led Shell's feasibility investment in a 70,000 bpd coal-to-liquids projects in China. He had also developed power plants in China as an Independent Power Producer to secure government approval, financing, construction and operation of a 700MW LNG combined cycle power plant and a 6.5 MTPA capacity LNG re-gasification terminal and power plant. He is recognized for his knowledge and insights of Asian energy, infrastructural and government businesses, particularly in the Greater China market, where he spent more than 22 years in Beijing, Shanghai, Hong Kong and Taiwan. He received a Bachelor of Engineering (Mechanical) from the National University of Singapore and a Masters of Business Administration from the Rensselaer Polytechnic Institute in New York.
