About the Seminar:
Korea’s national vision of low-carbon green growth was presented by President Lee Myung-Bak in an address on 15 August 2008. Since then, green growth is widely considered by Koreans and the international green community as a new engine of economic growth and a path to long-term survival. Green Growth is a policy focus for the Asia-Pacific region. It emphasizes environmentally sustainable economic progress which fosters low-carbon, socially inclusive development and is founded on the belief that economic growth and environmental sustainability are not merely compatible objectives: their integration is crucial for the future of humankind.
This conference, jointly organized by the Energy Studies Institute, Embassy of the Republic of Korea and the Institute of Southeast Asian Studies, will bring together Korean and ASEAN expertise on Green Growth to discuss policy strategies and experiences from both Korea and ASEAN.

Speakers:
Ambassador CHUNG Rae Kwon is the Director of the Environment and Development Division at the UN ESCAP (Economic and Social Commission for Asia and the Pacific). A career diplomat with vast experience in climate change, he previously represented Korea in many international environmental negotiations as its former Climate Change Ambassador. Among the several contributions he made when he assumed this role were the proposals for the NAMA (Nationally Appropriate Mitigation Activities) Registry and carbon credits for NAMA. He has a Master's degree in Foreign Service from Georgetown University and a Bachelor's degree in Economics from Sung Kyun Kwan University.
Associate Professor Dodo J. THAMPAPILLAI is an Associate Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore. He also holds a Personal Chair in Environmental Economics at Macquarie University, Australia. He held an Adjunct Professorship in the same field at the Swedish University of Agricultural Sciences at Uppsala until 2009. In 2005, he was included in the list of Eminent Environmental Economists by UNESCAP and was previously a member of the UNEP Expert Group in Environmental Economics. He has over 120 publications including seven books and nine refereed monographs. He was also awarded the DFG Professorship (University of Kiel, Germany 1999/2000) and SLU visiting Professorship (Sweden- 1999/2000). He has also consulted with the World Bank, Asian Development Bank, United Nations Development Programme, Food and Agricultural Organization of the United Nations and International Labour Organization, and the Australian Government. Dodo's current research focus is on Macroeconomics and the Environment and the revised edition of his text Environmental Economics: Concepts Methods and Policies (Oxford University Press 2002, 2006).
Professor KANG Sung Jin is a faculty member in the Department of Economics at Korea University. In addition, he is currently advising the Korean Ministry of Education, Science and Technology; the Ministry of Knowledge Economy; and the Presidential Council for Future and Vision. Professor Kang has also served in various Presidential Councils and Committees. His research interests include economic growth and development, multinational enterprises, and the social security net. He was educated in Stanford University and Korea University.
Mr Pavit RAMACHANDRAN is an Environmental Specialist in the South East Asia Department (SERD) of the Asian Development Bank. He has over 15 years of experience in project design, development, management and appraisal in the environment and natural resource sectors. He is currently responsible for the processing and implementation of investment projects on integrated natural resource planning and management and mainstreaming environmental sustainability risk assessments into country development plans and SERD operations. Mr Ramachandran serves as SERD representative on ADB’s Environment Community of Practice. Previously, he worked with major international environmental consulting firms in Washington D.C. on environmental and infrastructure sector projects focused on energy-environment interactions, environmental policy analysis, regulatory development & impact assessment, and designing climate change abatement strategies. Mr Ramachandran has a Masters in Environmental Management from the University of Maryland and a Masters from the Delhi School of Economics.
Mr JUNG Tae Yong is the Deputy Executive Director of the Global Green Growth Institute (GGGI) in Korea. He has assumed various roles related to climate change and environmental studies in the course of his career. Before joining GGGI, he was the Principal Climate Change Specialist of the East Asia Regional Department at the Asian Development Bank. He has also served in other international and regional institutions like the World Bank and the Institute for Global Environmental Strategies of Japan, as well as presidential committees in Korea. He was educated at Seoul National University and Rutgers, the State University of New Jersey.
Professor Euston QUAH is Head of the Division of Economics and former Chair of the School of Humanities and So-cial Sciences at the Nanyang Technological University in Singapore. Prior to this, he was Vice-Dean, Faculty of Arts and Social Sciences at the National University of Singapore; Deputy Director of the Public Policy Programme (now called the Lee Kuan Yew School of Public Policy); and head of the Economics Department at the National University of Singapore. He is a prolific writer with more than 60 peer reviewed publications in well-known international jour-nals, and some six books including Cost-Benefit Analysis (5th edition with E.J. Mishan; Routledge, UK); Cost-Benefit Analysis: Cases and Materials (Routledge, UK); Siting Environmentally Unwanted Facilities ( Edward Elgar, UK) and Economics and Home Production (Ashgate, UK). In 2008, he published a textbook with Gregory Mankiw (former Chairman of the US Council of Economic Advisors and Harvard Professor). One of his books was selected for inclu-sion in the International Library of Critical Writings in Economics in 2004 for work deemed influential on the subject of inquiry. Professor Quah’s work has also been reviewed favourably by the Journal of Economic Literature (USA), and the Economic Journal (UK). In 2005, Professor Quah was invited to be one of the keynote speakers for the Emi-nent Environmental Economists Conference organised by UNESCAP and participated as an Invited Keynote Panel Speaker in an Environment Film Festival organised by World Wide Fund For Nature in 2007. In 2009, he was invited by Stanford University to be a participant in a Dialogue on Climate Change; and a Discussant Speaker on Climate Change and the Environment by the Japan Centre for Economic Research. In 2010 , Professor Quah spoke at the US Inter-Pacific Bar Association and also at the World Bank Conference on East Asian Development in 2011. Professor Quah has served as a Member of the Singapore Government’s Economic Strategies Sub-Committee on Energy and the Environment.
