Dr. Aled Iorwerth was born in Canada. He grew up in Wales where he began university life there by studying accounting and economics. After Master's degrees in economics and international relations from Canada and the Netherlands, he completed a PhD in economics from the University of Western Ontario, Canada. He worked at the finance ministry in Ottawa for 10 years, undertaking research on variety of topics, including human capital investment and R&D policies. He was then responsible for writing the economic agendas of two successive governments. Aled has been involved in climate change since 1999 when he undertook the first government modeling of climate-change policies. Over the last two years, he has led a team of researchers analyzing the economics of different policy options to address climate change. He is currently seconded to the environment ministry in Canada where he is advising on the economics of implementing a cap-and-trade system. He is also responsible there for undertaking research on climate-change policies and further environmental issues.
SYNOPSIS
Climate change is increasingly becoming a reality for many communities. But what is the best policy approach to deal with it? With such a complicated policy challenge there are no easy answers. Although the main topic addressed in the presentation is whether there should there be a tax on carbon, or should a cap-and-trade system be introduced, the presentation will also touch on other policy challenges. Although there are no definitive answers, the presentation will touch on lessons learned from international experience.
