Solar PV for Singapore: Views from a Solar Advocate, An Economist and A Regulator

You are all cordially invited to a session which is expected to provide light (and heat) to the solar PV potential in Singapore and ASEAN (and globally.) Professor Joachim Luther (NUS SERIS), Dr. Sanjay Kuttan (EMA), and Dr. Tilak Doshi (ESI) will provide different perspectives on the above issue. Each will speak for about 15 minutes and they will form a panel for Q&A by the audience (and one another.) Moderating the panel will be Professor Michael Quah (ChB Engineering and ESI).

About the Speakers

Professor Joachim Luther obtained his Ph.D. in atomic physics at the University of Hanover in 1970. 

From 1974 to 1993 he taught at the University of Oldenburg as professor for applied physics. His main research topics were oceanographic laser remote sensing and the physics of renewable energy sources. In 1992 Professor Luther became a member of the board of directors of the International Solar Energy Society. He has been a member of numerous other international and German committees on solar energy research and technology transfer. From 1996 to 1998, he was a member of the "Energy Research" task force of Germany's Scientific Council.

From 1997 to 2000, he was president of the EUREC Agency, which brings together 40 research institutes in the area of renewable from EU member states. From 1993 until 2006 he served as director of the Fraunhofer Institute for Solar Energy Systems and professor for solid state physics and solar energy at the University of Freiburg.

From 2000 to 2004, Professor Luther served as an adviser to the German government as a member of the "Scientific Council on the Global Environmental Change". Twice, he was spokesperson for the German Solar Research Association. In addition, he held several crucial positions within the Fraunhofer Society, Germany's largest organization for applied research.

Since 2008, Professor Joachim Luther is the Chief Executive Officer of the Solar Energy Research Institute of Singapore (SERIS), www.seris.sg. He became a member of the International Panel of Experts (IPE) on Sustainability of the Built Environment for the Building and Construction Authority of Singapore (BCA) in 2008. Prof Luther is also a member of the Steering Committee on Environmental Sustainability (CES) of Singapore’s Housing and Development Board (HDB). 

Prof Luther won a number of awards, including the European Becquerel Prize “for outstanding merits in photovoltaics” and the German Environmental Award 2005 of the Deutsche Bundesstiftung Umwelt. In 2008 he was recognised by the TIME magazine as a “Hero of the Environment” and won in 2009 the”Christopher Weeks Achievement through Action Award” by the International Solar Energy Society (ISES).

Dr Sanjay Kuttan is the Director of Industry Development of the Energy Market Authority of Singapore, a Statutory Board, which promotes effective competition in the energy market; ensures a reliable and secure energy supply; and develops a dynamic energy sector in Singapore.

Sanjay earned his PhD in Pharmacology from the National University of Singapore. He completed his B.Sc. in Biochemistry with Upper Second Honors at the same university. Sanjay also completed 18 months as a research fellow at the Institute of Molecular and Cell Biology.

A veteran in the energy industry, Sanjay worked for ExxonMobil for more than 11 years, holding various positions, before joining McKinsey & Company where he was designated as an Expert in the Petroleum Practice after 3 years with them. He has been involved in various initiatives and programs; helping to turn around the performance of a refinery through technical intervention, spearheading the implementation of a culture change program across an entire company, and developing a marketing campaign for a fuels retail transformation.

Dr. Tilak K. Doshi is Chief Economist and Principal Fellow, Energy Studies Institute, National University of Singapore.

Dr. Doshi is an industry expert with over 15 years of international work experience in leading oil and gas companies. Among his prior executive management positions, Dr. Doshi was appointed by Dubai Multi Commodities Centre as Executive Director for Energy in 2005 to implement infrastructure and product development for the Dubai oil, gas and petrochemical sectors.

Prior to joining DMCC, he worked as Specialist for Saudi Aramco in Dhahran, Saudi Arabia in the crude oil sales and marketing and corporate planning departments. He has also held senior positions as Director of Industry Analysis at the Atlantic Richfield Company (ARCO), Los Angeles; Chief Asia Economist, Unocal Corporation, Los Angeles; Head of Research, Louis Dreyfus Energy Asia, Singapore; and Consultant at Arthur D. Little Inc., Singapore. Before joining the private sector, Dr. Doshi was Head of the Energy Project at the Institute of Southeast Asian Studies. Dr. Doshi is the author of the first book to be published on the Singapore oil industry (Houston of Asia: The Singapore Petroleum Industry, ISEAS, 1989.) He received his Ph.D. Economics from the University of Hawaii on a scholarship provided by the East West Center. His dissertation was on an Indonesia computable general equilibrium model for studying the impacts of energy-economy interactions. He was one of two candidates, who were granted the 1984 Robert S. McNamara Research Fellow award by World Bank, Washington, D.C., and he received a Distinction for MA in Economics by Victoria University of Wellington, New Zealand.

Goh Chee Kiong is a Director of the Singapore Economic Development Board (EDB), responsible for leading the promotion of the Cleantech industry since 2003.  The Cleantech industry has been identified as a key economic growth area for Singapore, and includes Clean Energy, Environment and Water.
 
Concurrently, he is the Programme Director for Urban Solutions in EDB responsible for leading the corporate-wide efforts in growing the Urban Solutions business growth theme that builds on the strengths of Singapore in terms of quality of governance and sustainable development.

He is actively involved in many national Cleantech initiatives spanning various government agencies.  For instance, he leads the cluster development efforts within the interagency Clean Energy Programme Office (CEPO) and is concurrently the Director, Cluster Development in the inter-agency Environment & Water Industry Development Council (EWI).  
Prior to this, Chee Kiong was the Director of the EDB Chicago office from 2000-2003 where he managed the relationship with potential and existing American investors in the Mid-West region.

Dr. Michael Quah Cheng-Guan is a Principal Fellow and Chief Scientist at ESI and was recently appointed a Professor in the Chemical and Biomolecular Engineering Department of NUS. He arrived in Singapore in October, last year, to work at ESI after 4 decades in the US (tertiary education, and work in industry, the US Army, and non-profit organizations.) He holds a BA (magna) in Chemistry and Physics from Harvard and the following degrees from Yale: Ph.D. (Chemical Engineering), M.Phil., and M.S.
