Abstract

In 2009, the Korean government formulated the Green Growth National Strategies and Vision. There are three strategies and ten policy directions. In addition, the Framework Act on Low Carbon, Green Growth was enacted, positioning new and renewable energies (NREs) as a major pillar in the country’s green growth initiative. By 2030, 11% of Korea’s total energy consumption is to come from NREs. The Million Green Homes 2020 Program is meant to merge all existing relevant programs. The Renewable Portfolio Standards (RPS) system, based on market mechanisms, will be introduced and launched from 2012 to replace the existing feed-in tariff system which has been dependent on governmental subsidies. To efficiently promote R&D activities and dissemination of NREs, a selection-and-concentration strategy is being implemented. The focus will be PVs, wind power, and hydrogen/fuel cells. It is hoped that this integrated approach will expand the market for NREs, creating a critical mass of demand. In addition to policy-making and institutionalization, the Korean government is raising funds for investment and mobilizing available financial sources. Through these initiatives, it is hoped that Korea will become a leader in the global market for NREs in 2030.

About the speaker

Dr Kyung-Jin BOO has been a Senior Fellow in the New & Renewable Energy Division of the Korea Energy Economics Institute (KEEI), a unique government-sponsored research institute since 1980. He served as its head between 2002 and 2008. He has a BS in Mining & Petroleum Engineering from Seoul National University, an MBA in International Business with a specialization in Energy and Resources Policy from the same university and a PhD from the University of Delaware in Public Economics and Policy with a specialization in Energy and Environmental Policy. Dr. Boo has authored and co-authored numerous research papers and reports on energy, economy and the environment, green growth, and green energy technologies/industries with a main focus on NREs. He has been the Korean Representative for the ISO Strategic Advisory Group on Energy Efficiency and Renewable Energy Sources (SAG E) since May 2008, served as chair of the Project Review Team for the Renewable Energy & Distributed Generation T/F of the Asia Pacific Partnership on Clean Development and Climate since March 2006 and as Expert Advisor to the Korea East-West Power Co. Ltd (since May 2009).
