Dr SHI Xunpeng attended the China International Cooperation Forum which is hosted by Renmin University of China and sponsored by the National Energy Administration of China and a couple of other institutes. The forum is a part of the broad agenda of the APEC Energy Minister’s Meeting (EMM). Senior energy officials and speakers from more than 10 APEC economies participated in the forum. Dr Phillis Yoshida, Deputy Assistant Secretary, Department of Energy, USA and the Lead Shepherd of APEC EWG updated the participants on the outcomes of the APEC EMM. In his presentation on “ASEAN Energy Cooperation with Cultural Differences and its Implications for China’s Maritime Silk Road Initiative”, Dr. Shi argued that cultural difference does have a significant impact on regional energy cooperation using the ASEAN cooperation on electricity connectivity as an example. He highlighted that some time slower process is more practical and desirable, which is different from China’s current cultural of emphasizing efficiency. He suggested China to learn to building sense of ownership and offer its own experience in cultural transition when playing leadership in building the Marine Silk Road strategy.
